Lagos To Enforce Against Dangerous Occupancy Of Uncompleted Buildings

The Lagos State Government, through the Lagos State Physical Planning Permit Authority (LASPPPA), has raised concerns over the increasing trend of residents and occupants living in buildings that are still under construction.

This issue was raised by the Director of Monitoring and Compliance of LASPPPA, Olarinde Iyiola, who expressed this concern recently during the Authority’s routine weekly enforcement exercise carried out by officials of the Monitoring and Compliance Unit.

During the enforcement exercise, Iyiola noted that the Monitoring and Compliance officers of LASPPPA encountered resistance from some property occupants who attempted to prevent their buildings from being sealed, claiming they currently reside on-site.

He observed that most of these properties were not only under construction but also lacked the necessary permits and approvals required for lawful habitation.

Risks associated with occupying unfinished buildings
Iyiola emphasized the grave dangers of residing in unfinished structures to include falling debris, unstable scaffolding, and exposed electrical wiring, among others.

He warned, “Living in a building under construction exposes individuals to serious safety risks, including falling debris, unstable scaffolding, exposed electrical wiring, and the potential for slips, trips, and falls.’’

According to him, such environments are particularly hazardous to children who may unknowingly interact with dangerous tools or unsecured materials.

He added that early occupancy also undermines the structural integrity and timeline of the construction process, leading to delays and increased project costs.

Iyiola advised prospective tenants to prioritise safety by renting only completed and certified buildings.

He further urged developers and property owners to ensure that their buildings are fully completed and inspected before opening them to be occupied.

He stated, “This behaviour not only endangers lives but also contravenes the Lagos State Urban and Regional Planning and Development Law. Any attempt to occupy or rent out uncompleted structures is a violation that will be met with appropriate legal sanctions.’’

He reiterated LASPPPA’s commitment to enforcing compliance across the state in a bid to promote orderly development, enhance safety, and maintain the integrity of the built environment.

The Authority also called on community leaders, estate developers, and landlords to support government efforts by discouraging illegal occupation and encouraging compliance with all physical planning and building regulations.

What you should know
In a related development, the Lagos State Government had, some years ago, banned occupation of abandoned buildings and properties under construction, in a move to tackle insecurity, adding that it clearly understands the danger posed by the likely spread of the “ugly situation” in Nigeria.

The government highlighted how social miscreants continued to convert abandoned buildings and project sites to their bases, from where they attack residents.

It urged owners and developers of uncompleted or existing buildings to always ensure their properties were in proper environmental conditions.

The 60-year-old monarch was reportedly whisked away on Saturday night when armed men stormed his residence and dragged him into a nearby bush.

The attack also left his wife injured after she was shot in the right hand by the assailants.

According to Naija News, the Ondo State Police Command confirmed the incident in a statement issued by its spokesperson, DSP Abayomi Jimoh.

According to the police, the incident occurred at about 8:05 p.m. when approximately six armed men invaded the monarch’s residence under the cover of darkness.

“Preliminary reports indicate that at about 8:05 p.m. on the reported date, a group of approximately six armed men stormed the residence of Mr. Adeniyi Adelana, aged 60, the Baale of Ode Oriya Village,” the statement read.

The police added that tactical deployments had been reinforced in the area and neighbouring communities to improve security and support ongoing operations.

The Commissioner of Police in the state was said to have directed all tactical units, intelligence assets and operational teams to intensify efforts to rescue the monarch and arrest those behind the abduction.

According to the command, the police remain committed to ensuring the victim is reunited with his family while those responsible face prosecution.

The command also urged residents to remain calm and continue with their lawful activities, while encouraging them to provide credible information that could aid the rescue effort.

The abduction is the latest in a series of violent attacks and kidnappings that have heightened concerns among residents across Ondo State.

Earlier this month, gunmen reportedly invaded Igbosi Community in Idogun, Ose Local Government Area, injuring several residents, destroying properties and abducting a nine-year-old boy identified as Oluwatobi, the son of a pastor.

In March, armed men allegedly stormed a government-owned primary health centre in the Oke Ijebu area of Akure and abducted at least six health workers during a midnight operation.

The same month, kidnappers reportedly abducted a council official and another resident in Akure North Local Government Area and demanded ransom for their release.

President Bola Tinubu has joined Nigerians and the Armed Forces in mourning the death of former Defence spokesperson, Major General Abubakar Rabe, who died in terrorist captivity.

In a statement issued by his Special Adviser on Information and Strategy, Bayo Onanuga, President Tinubu expressed shock over the late general’s death.

Describing General Rabe as an officer with a distinguished military career, the President commiserated with his family, particularly his wife, who remains in the captors’ custody.

Tinubu also extended condolences to the Katsina State Government and the Nigerian Armed Forces.

“While the terrorists have done their worst, the government will never bow to their demand to release their members held by our security agencies,” the President said.

Reiterating his stance on June 12, Tinubu warned, “Bandits, kidnappers, and sponsors of terror should now surrender or face the full force of the Nigerian State.

“These windows of surrender will not remain open forever. And no mercy will be shown to those who trade in the blood of Nigerians,” Tinubu said.

While reassuring Nigerians that the enemies of the nation would soon become history, the President urged citizens to remain united.

“General Abubakar’s death should further serve as a defining moment in our battle against terrorists and insurgents.

“We must never negotiate with them on any terms, but continue to treat them as the greatest enemies of our dear nation who should never be spared,” Tinubu stated.
